of Gasnor, investment in a break bulk jetty at the GATE, terminal and LNG bunker vessels in Rotterdam and a few other hub locations. In Singapore, Shell together with its partner Keppel, has been awarded an LNG bunkering license and has established a JV which leverages on SES’ existing commercial arrangements with SLNG, to deliver LNG bunkers since 2017.

Shell Energy Singapore (SES) is the entity in Shell Trading that runs the LNG import and gas marketing business for Singapore. Under the 2 aggregator licenses granted in 2010 and 2017, it can import up to 4MTPA of LNG and holds GSAs for the sale of re-gasified LNG to 11 long-term customers including Shell Manufacturing. Collectively, SES holds a market share of ~80% of re-gasified LNG which is also ~30% of the entire gas demand in Singapore.

It trades through 2 companies: Shell Gas Marketing Pte Ltd (SGM) and Shell Eastern Trading Pte Ltd (SETL). SGM’s legacy business represents more than USD 1bn of sales per annum and generates significant NIBIAT per annum that is part of SLMT’s (Shell LNG Marketing & Trading) book.

SES has also offered various other products to the market over the past few years, such as spot gas supply, trading/diversion opportunities, supply of LNG via truck/bunker vessels and for gas up and cooldown, and providing gas transportation service via onshore pipeline within Singapore. It delivers re-gasified LNG to customers using terminal facilities operated by Singapore LNG Terminal (SLNG) on a 24/7 basis with hourly nomination flexibility. SLNG has transformed into a multi-user terminal and this has created challenges in managing our portfolio as well as presenting new opportunities.

Going forward, SES would also trade around Shell’s (SES and Shell Manufacturing) gas positions in Singapore and optimize the sunk terminal capacity of SES, as well as establishing alternative gas supply/purchase options. More and more so, they will also be moving into the Power space, pulling in New Energies and Own-use requirements into one integrated energy management business.

This role is expected to support SES and DLNG commercial activities.

Accountability:

The Commercial Operations team is part of a wider global team responsible for day-to-day management of operational activities related to SES and DLNG’s businesses in Singapore.

For Downstream LNG (DLNG), the business is still in startup mode and continual development of DLNG operations processes and systems is essential to support the business going forward. At the same time, the role is also expected to provide coverage for the timely implementation and execution of deals negotiated by their DLNG commercial colleagues.

He/She is also expected to work closely with the JV partner to ensure safe and seamless deliveries of LNG bunkers to end customers (via Truck and / or Ship).

For SES, the team manages gas demand from all SES’ long-term and short-term buyers, including analyzing and anticipating the offtake trend, working closely with SLMT’s Short Term team to optimize the cargo delivery and maximize the flexibility in accessing terminal storage capacity. This requires thorough understanding of the commercial aspects of all the contracts (i.e. GSAs, TUA, TICA, SPA, etc.) and build strong relationships with both internal and external stakeholders to negotiate such optimization arrangements, some of which go beyond the contractual rights.

SES’ business is subject to continual evolution – a Commercial Operator will be constantly interacting with counterparties, customers, terminal, transporter, and LNG suppliers to manage and achieve optimal operations for the business. Arising from that, the role will have responsibilities for operating gas nominations systems, LNG Cargo scheduling, capacity management (both terminal and pipeline capacity), keeping current the processes and procedures; as well as the management of LNG inventory at the terminal.

•Monitor periodic (Annual/Monthly/Weekly/Daily/Hourly) nominations/offtakes/schedules of gas buyers to support SES commercial team in the decision-making process to maximize flexibility in accessing terminal storage capacity.

•Procure periodic (Annual/Monthly/Weekly/Daily/Hourly) pipeline capacity, either independently or under commercial instructions; to operationalize deals.

•Monitor LNG inventory and cargo schedules to ensure that there is enough inventory to meet Shell’s downstream obligations with storage constraint.

•Maintain a thorough understanding of all contractual, license and regulatory obligations managed by the Commercial Gas Operations Team, including but not limited to GSAs, TUA, TICA, SPA etc.

•Design the relevant business processes and procedures; and keep them current.

•Troubleshoot issues and work towards solving operational issues amicably with relevant counterparties, including but not limited to LNG terminal, LNG supplier/site, Gas Buyers, Shell commercial team, regulatory bodies, Pipeline Operator, Vessel Owners etc.

•Assist in coordinating day to day activities across all relevant operational activities, including working closely with relevant support functions to resolve any operational issues encountered.

•Provide operational input to contractual arrangements for new projects, new contracts and spot cargoes proposed by commercial team.

•Operate Shell’s nomination portal and systems; work closely with after-hours service provider, buyers, and necessary IT support as duty manager on a rotational basis.

•Ensure required deals in ETRM system are timely and accurately updated. These deals include but are not limited to LNG trailer/cargoes scheduling, inventory balance, hydrocarbon sales etc.

Skills & Requirements:

•Bachelor's degree, equivalent qualification minimally

•Minimum 5 years of working experience

•Exposure in one or more of the following areas:

-LNG industry commercial concepts/principle, terminologies and practices

-Singapore’s Gas and Power market

•Experience in conventional marine bunkering will be a plus

•Commercial awareness of LNG trading, Terminal operations and knowledge of the ship chartering and trucking business.

•Experience in operating LNG SPAs, Terminal Use Agreements will be a strong advantage.

•Experience in commercial operations in a commodity trading environment will be a strong advantage.
