Time Management

Produces proposal designs, development and implementation for various systems including structured cabling and converge technologies encompassing but not limited to networks, wireless, systems, phone systems, audio & video conferencing systems, security access control and CCTV.

Controls project plan by reviewing design, specifications, and plan and schedule changes; recommending actions.

Controls project costs by reviewing expenditures and / or contractor contracts.

Ability to provide advice to engineers on technical issues

Manage and report the current status of project schedules, scopes, and budget/cost in an accurate and timely manner.

Prompt in preparing and distributing regular performance and status reports as required.

Material Management

Conduct site surveys, quality checks and job audits.

Work on tenders and prepare tender documents and tender submissions.

Evaluate vendor’s submission to tenders

Customer support, including: interfacing with the customer, providing guidance on problem resolution, insuring on time customer service, and maintaining a strong customer relationship.

Pre-requisite:

Project Management – follow, develop and practice project management best practice, manage concurrent projects, co-ordination with different stake holders, vendors and internal team

Design and Development – As part of the consulting responsibilities, candidate must have a good understanding of the Converge Technologies but not limited to Structured cabling System including fiber / copper, accessories, testing requirements and test equipment. Knowledge of standards and the application of the various types of structured cabling systems. Experience with structured cabling consultancy projects will be an added advantage.

Network (Certified in Cisco router, switches and/or Firewall) – understanding of networking concepts is crucial under this category.

· Extensive relevant technical experience to include fundamental understanding of voice and data networking, routing and switching. Familiarity with business concepts related to the use of information technologies and networking in all aspects of business and organizational operations for the achievement of business/operating objectives

Demonstrate ability to manage and multi-task all critical programs and projects

· Handle confidential/sensitive information with discretion

Responsibilities
 
The job-holder will be responsible for the following:

Support Deputy Director/Head (Joint Capabilities) to obtain approval of Approval of Requirements papers for joint capabilities projects, such as in the areas of cloud computing, data exchanges, enterprise applications, cybersecurity technology stack, communication capabilities and technologies, and sense-making capabilities
Assist Deputy Director/Head (Joint Capabilities) to ensure timely delivery of projects within the committed schedule and budget, ensuring project issues are timely resolved or escalated to management for attention.
Provide regular updates to MHA/HTX management on the project progress, highlighting project milestones, issues and expenditure.
Ensure projects are implemented based on the approved project plan that meets all identified operational needs, within agreed parameters of cost, duration and quality.
Identify potential project risks early and assess its implications to the organisation and project, and to recommend mitigating measures so as to manage the risks and minimise project delay.
Effectively engage and manage all relevant stakeholders to deliver system.
Ensure proper integration and testing of all hardware and software components so that the system is delivered according to contractual requirements.
Prepare technical documents such as technical specifications (for tenders), system design documents, technical interface agreements, various test plans (factory acceptance, on site acceptance, etc.) and test reports, if required.
Work with external agencies and/or Home Team Departments (HTDs) to bring in the necessary systems and data through proper technical interface agreements.
Perform any other duties as assigned by HTX Senior Management or Dir (Joint Capabilities)

 
Job requirements

Tertiary qualification in Engineering/ Computer Science/ Information Technology or relevant disciplines
Preferably 3-5 years of relevant working experience for Senior Engineer and 1-3 years for Engineer.
Strong interest in technology and innovation
Strong planning and project management skills. PMP or equivalent certification would be an advantage
Able to work independently and as a team
Good interpersonal and communications skills for internal/external stakeholders engagement
